To end the "drug war" everywhere it needs to end in the United States first
It has been said that to end the "drug war" everywhere it needs to end in the United States first* because the US puts so much pressure on other countries to "fight drugs" and as a means of injecting US military/economic involvement into the political policies of foreign governments.

For several reasons, ending Cannabis prohibition in the US will achieve more toward ending all drug prohibitions than any other single change that can and will eventually be implemented. With the release of the National Institutes of Health’s (NIH) assessment of the medicinal value of ’marijuana’ comes the expectation of changing the US "Schedule One" designation of all strains of the Cannabis plant. As soon as this is achieved, it will then be a matter of relatively short time before industrial hemp is reintroduced into US agricultural rotations. This in turn can be expected to eliminate much of the underlying economic motivation and competition from industries competitive with industrial hemp and marijuana, who continue to support marijuana prohibition.

It should be noted that CNN did a 5 minute report about the recent National Cancer Institute’s information. They quoted the wrong part of the NCI information and didn’t say that doctors "may recommend" marijuana to cancer patients.
Be aware that the clampdown on this "game-changing" statement by NIH/NCI is apparently in place. In my opinion, what’s immediately needed is to follow up with a global exercise of "essential civilian demand" using the US federal government’s own wording in securing international access and distribution of a "strategic resource" "of first necessity..." — especially in Japan and surrounding regions.
Global broiling by UV-B and contamination from nuclear reactors in Japan make radiation an ubiquitous threat that is present and immediate. The significance of Cannabis monoterpenes in healing the atmosphere and our bodies of increasing UV-B and increasing terrestrial radiation is evermore urgent.

to understand more about the nutritional benefits of the whole Cannabis plant eaten raw. International regard for this information is inestimably influential in helping to encourage and motivate change in the US.
Will ENCOD consider incorporating the words "essential civilian demand" into upcoming discussions of global drug reform strategy? Identifying the Cannabis plant as both "unique" and "essential" is a giant step toward world peace through everyone’s freedom to farm "every herb bearing seed."
I encourage interest and participation in the trial of THC mInistry Reverend Roger Christie, whose timing for "The Last Marijuana Trial"
http://the-last-marijuana-trial.com/
may be the legal catalyst that’s needed to ultimately, though indirectly, free Alicia Castilla and others imprisoned on marijuana charges. Roger’s trial represents a fundamental challenge that’s made the DEA hesitate for ten years. If the world supports religious freedom for the world’s oldest global culture, then we could invoke international treaties that protect everyone’s religious freedom.
If existing proof of the Earth being broiled by UV-B isn’t enough to change public perceptions in favor an effective organic agricultural ecological remedy, then there is something fundamentally broken in how critical decisions are being made by our species.
Please make contact to help me help you help everyone. I am organizing an independent defense council for Roger’s trial. The way things are lining up, it would only take about $30-50K to convene the "Trial for the Century" to end Cannabis prohibition in the US, by this July, the month that Roger’s trial has been scheduled in Honolulu.
Blest wishes to all,
Paul
